The Energy & Minerals Sector Skills Unit (EMSSU) is a strategic initiative licensed by the Ministry of Labour (MoL), supported by the Ministry of Energy and Minerals (MEM), and operated by the Oman Energy Association (OPAL). It serves as the central body responsible for identifying, developing, and maintaining occupational standards and skill frameworks for the energy and minerals sectors in Oman. EMSSU operates as an employer-led unit, ensuring that workforce development efforts are directly aligned with industry needs and national priorities. Its core mandate includes the development of National Occupational Standards (NOS), implementation of skill certification systems, and coordination with training providers to ensure the supply of qualified and job-ready Omanis.
